On behalf of the Society for Disability Studies, we are very pleased to
announce that Justin Powell has been selected as the winner of the 2006
Irving K.Zola Award for Emerging Scholars in Disability Studies for his
paper entitled: “Constructing Student Dis/ability: Special Education
Institutions in the United States and Germany".
Paper Abstract
Over the twentieth century, special education systems expanded to serve a
growing group defined and diagnosed as having student dis/abilities. These
children with recognized impairments and disabilities and students with a
variety of ’special educational needs‘ constitute a heterogeneous group
with social, ethnic, linguistic, physical, and intellectual dis/advantages.
In many advanced industrialized countries, an increasingly large percentage
of students receive additional resources to access the curriculum.
Participation in special education is legitimated by officially classifying
children as having a dis/ability, based primarily on psychometrics and
teacher evaluations. Yet historical and cross-national comparisons of
special education programs and their diverse student bodies confirm not
only considerable disparities in dis/ability categories and rates of
classification, but also in the learning opportunities provided students
and in their educational attainments. Critically examining special
education demographics and organizational structures indicates how American
and German educational systems responded to increasing educational
standards and, in doing so, constructed ever more student disability, but
continued to provide disabled students with such differential
opportunities for learning and educational attainment.

University of Göttingen, Germany. Please join us in extending our most
