Dear Friends,
I would like let you know some bad news. The World Bank has decided
not to extend the contract of the Bank's Advisor on Disability and
Development, Judy Heumann.
Bank officials have advised some members of the disability community
that the intention of the Bank is not to eliminate its focus on
disability but rather to mainstream disability more into operations
though replacing Judy with someone with more operational experience.
Our experience with Bank officials previous to Judy's hiring was
that experts in development, even those with the best of intentions,
were unable to mainstream disability because of their lack of
expertise in disability and because of their lack of flexibility to
seek opportunities across Bank operations. Judy's extensive
knowledge and experience as a senior government official coupled
with her unparalleled expertise on disability policy and practice
have been invaluable. Furthermore, her personal credibility and
dynamism have helped to open countless doors to opportunities at the
country and regional level within the Bank.
Several NGOs have written letters/emails/faxes to the President of
the Bank expressing their disappointment for such a bad decision. I
think that if the Bank gets many letters from us, they may
reconsider their decision. It will be a real pity if we miss Judy's
presence in the WB!
