I think the idea is probably to use pool groups rather than pool
accounts, although that can still cause scaling problems.

I'm not a member but I'm being copied in on some of the discussions, and
my impression is that there is no consensus yet.

It continues to exist as a VO which sysadmins can join, but at least in
some regions I think they plan to restrict access at their sites to
admins in their own region.
