CLEA BN3 is a disappointing, but sadly unsurprising reflection on the
state
of contaminated land assessment in the UK. We have all been aware of the
uncertainties associated (particularly) with assessments to health, but
at
least the position within guidance appeared relatively stable.
I attended a seminar some years ago where Professor Michael Loxham of
Delft
warned of the industry's leaning towards reliance on quantitative
modeling;
particularly as the basis was founded on such uncertainty. He promoted a
far-more conceptual approach based on qualitative and semi-quantitative
decisions (PI matrices etc.), explaining that the "thirst" for
quantitative
data will become responsible for significant misapplication, potentially
causing oversight of the actual risk drivers.
I have just returned from the Netherlands, having spent time with some
contacts established via the CLAIRE and EUGRIS network. They appear to
have
been through this "overhaul" some years ago (a decade was even
suggested),
and are now undertaking assessments that put a strong value on negative
microbial and faunal changes caused by remedial action, and even
social/economic improvement factors to development of land affected by
contamination.
We are beginning to do a lot more work for both private and public
clients
on "Risk Communication and Managing Risk Perception". In the current
climate
of Benzene in soft drinks, gardens full of "Cadium"(sic - ref Trevor
McDonald ITV) etc.; chemical related risks are being blown out of
proportion; causing unnecessary concern, blight and developing an
assessment/investigation culture that is about as far from "Sustainable"
than you could ever be.
One (very small) comfort, is that: from the overwhelming response today
(by
JISC standards), at least it is clear that we are "all in the same
boat".
