  1. Consultation on action at EU level to promote the active inclusion 
  of the people furthest from the labour market



  1. Brussels, 09-03-2006. 
Comprehensive social assistance policies are in place in most Member 
States and activation policies have been implemented to bring excluded 
people back to the labour market, but there is still a sizeable 'hard 
core' of people with little prospect of finding a job who, for that 
reason, remain at high risk of falling into poverty and social exclusion.
The main challenge is to ensure that social protection policies 
effectively contribute to mobilising people who are capable of working 
while achieving the wider objective of providing a decent living standard 
to those who are and will remain outside the labour market. 
This consultation asks for views on what the EU should do to respond 
to this challenge. Deadline for comments is 19th April 2006.

  1. Bruxelles, 09-03-2006. De vastes politiques d'aide sociale sont en
place dans la plupart des 
?tats membres et des politiques d'activation sont mises en oeuvre afin 
de ramener sur le march? du travail ceux qui en sont exclus, mais il 
subsiste n?anmoins un important "noyau dur" de personnes qui ont peu
de chance de trouver un emploi et qui, pour cette raison, restent 
tr?s expos?es ? la pauvret? et ? l'exclusion sociale. Le principal 
d?fi est de s'assurer que les syst?mes de protection sociale contribuent 
efficacement ? mobiliser les personnes capables de travailler, tout en 
parvenant plus largement ? garantir un niveau de vie d?cent ? ceux qui 
sont ou resteront en marge du march? du travail. Cette consultation a 
pour but de recueillir des opinions sur ce que l'UE devrait faire pour 
r?pondre ? ce d?fi. La date limite pour envoyer des commentaires est le 
19 avril 2006.

  1. Anh?rung zu Ma?nahmen auf EU-Ebene zur F?rderung der aktiven 
  Integration von arbeitsmarktfernen Personen




  1. Br?ssel, 09-03-2006. Die meisten Mitgliedstaaten verf?gen ?ber 
  umfassende Sozialschutzsysteme und haben Aktivierungsma?nahmen zur 
  Wiedereingliederung ausgegrenzter Menschen in den Arbeitsmarkt 
  ergriffen. Dennoch hat immer noch ein nennenswerter "harter Kern" 
  von Menschen geringe Chancen auf einen Arbeitsplatz und ist deshalb 
  stark von Armut und sozialer Ausgrenzung bedroht. Die wesentliche 
  Herausforderung besteht somit darin sicherzustellen, 
  dass Sozialschutzma?nahmen wirksam zur Mobilisierung der 
  Erwerbsf?higen beitragen, und gleichzeitig das ?bergeordnete Ziel 
  zu verwirklichen, f?r die Menschen, die vom Arbeitsmarkt ausgegrenzt 
  sind und bleiben werden, einen angemessenen Lebensstandard zu 
  gew?hrleisten. Diese Anh?rung ersucht um Anregungen wie die EU 
  auf solche Herausforderungen antworten kann.  Der letzte Abgabetermin 
  f?r Vorschl?ge ist der 19. April 2006.
