Whilst not a local authority, the following might be of use
My own organisation doesn't place limits on individual emails but
strongly discourages sending large attachments and encourages staff to
send such attachments in off-peak hours if possible (pre-0900 and post
1730). However, strict limits of 8000KB are set on our mailboxes which
does mean large attachments have to be well managed and not stored in
our email folders.
