Indeed, I don't think anyone ever mentioned a 'taking over the world'
mentality - I agree completely that we need to accommodate all different
types of development models/sources/licenses...
That said, I also think we need to encourage developers to work in AT by
giving them a range of nice tools in one place (if they so want).
If you look at the project pages, you might note that we already kind of do
this - the help portal (to the right) on each project contains links to
external _or_ internal resources. It will only display the links to the
internal resources if the external ones have not been supplied. In addition,
on going to the developer's page of the project there is the option to add
documentation and resources as appropriate. Yes, this needs to be
documented better on the templates (it is in as a ticket I think).
Thus, to an end user, it should be transparent as to where any of the
resources live.

This inevitably means that we must be open for all kinds of alternative ways
for these resources to be made available, such as:
- all on OATS - including home page and information, feedback/forum,
source/forge/track
- home page and information, feedback/forum on OATS - source/forge/track
elsewhere
- information, feedback/forum on OATS - home page and source/forge/track
elsewhere
- information and links on OATS - all the rest elsewhere
etc.
I believe this is the only way to get a wide coverage - to adjust to the
preferences and pre-conditions of all projects we find relevant. It's also
the only reasonably realistic approach, as we won't have the resources to
handle anything but a small part of it all - so distribution of management
is a very good thing.
