Dear Mr Revell,
Thank you for your email of 27 February to Patricia Hewitt about Section 64
funding for the National Centre for Independent Living (NCIL). Ministers
receive a large amount of correspondence and are not always able to respond
personally. Your email has been passed to me for reply.
The Department of Health appreciates the difficulties created by the delay
in notifying applicants of the outcome of their Section 64 application. Our
planning for this year would have enabled us to notify applicants of results
within the Compact guidelines of 3 months notice. Unfortunately, this year
we have experienced exceptional circumstances that have meant we cannot
confirm any grants for 2006-07 at this time. The financial situation across
health and social care has resulted in a review of all Department of Health
spending plans. Once the review is complete we will be able to finalise the
grant decisions and inform all applicants. We are committed to minimising
the time this will take and will keep applicants informed of progress.
I am pleased to be able to inform you that the NCIL has been in receipt of
Section 64 funding for their Strategies for Independence project. A payment
of £35,000 has recently been made to the NCIL for the financial year 2005/06
and a similar amount has been earmarked for 2006/07. The NCIL has also
submitted proposals for future projects and these will be judged on their
own merits.
