I think the key thing is the peoportion of the degree which is gained through the significant peice of independent research. In a 'taught' Masters, of (say) 180 credits) 60 are usually gained through the disserttation. For this to move to a 'research' masters, more than half the credits would have to be gained through the research project. Have a look at the section headed 'Research Programmes' in the QAA Code of Practice on Research Degree Programmes:

where this is spelled out in a similar way.
