Here are a few things we have learnt as a Data Centre accepting data
deposits.
1) People move around not just from institute to institute, but also
from project to project - one day they can sign the licence the next day
they can't
2) If the mechanics of signing is simple then people are happy to do it
again for small numbers of deposits. If they have hundreds of files
then extra hoops means less data submitted. For this reason we use time
limited licences for submitting data to our data centre, where people
may be submitting hundreds or thousands of files.
3) With a one time signing you need a way for people to go back and
inspect what they signed up to.
4) If there is no time limit on the licence then what happens if you
need to change it.
5) multi-author/institute deposits is the norm for papers, its easier
for data where it normally comes from one institute.
Finally, Les Carrs comments are absolutely right. These licences are
much more about buy-in and warning than being tested in court rooms.

Dear All,
A question from a bit of a novice! We are at the early stage of
developing our research repository and have not actually loaded any real
material yet. The Library will be uploading material on behalf of our
researchers and academics, although in the future we may have academics
and researchers who will be happy to self-archive.
My question is:
Can we ask a depositor to sign a licence just on the first occasion that
they send us material? That licence would then apply to everything
else that they send us in the future. Does anyone currently do this
with their own repository?
Or will we need to get a licence for each individual item?
I would be very interested to know what you are all doing and in your
advice.
