the "dc" prefix in the XML QName is associated with the XML Namespace
Name http://purl.org/dc/elements/1.1/ , then it would be incorrect to

All terms used in DC metadata descriptions are identified by URIs, and

DCMI does not define/own properties called
http://purl.org/dc/elements/1.1/publicationstatus
or
http://purl.org/dc/elements/1.1/peerreviewed
DCMI metadata has a model for extensibility through the use of the DCMI
Abstract Model and the concept of the "DC Application Profile", and so
there's nothing to stop you using non-DCMI-owned/defined terms in DC
metadata. However such terms need to be assigned (non-DCMI-owned) URIs,
and represented accordingly in any XML serialisation.
So e.g. in the XML format defined by [1] I might define
http://my.org/properties/publicationstatus
http://my.org/properties/peerreviewed
and then use XML QNames with the prefix associated with a different XML
namespace name to represent those URIs in the DC-XML format:
<my:publicationstatus
xmlns:my="http://my.org/properties/">Submitted</my:publicationstatus>
<my:peerreviewed
xmlns:my="http://my.org/properties/">no</my:peerreviewed>
If that XML fragment isn't based on the XML format described in [1],
then I'll shut up ;-)
