It seems to be failing because it's using the wrong autoconf tools (not
the ones in your starlink tree). It's all a bit odd as to why the other
apps would work. Maybe Peter will have an idea.
If you aren't interested in extractor at the moment you can skip it and
build your app of choice with
make $STARCONF_DEFAULT_PREFIX/manifests/convert
from the top level [to build convert].
