Is it worth pointing out the Copyright Licencing Agency website at
http://www.cla.co.uk/licensing/he/he_state.html
It would appear you may need a Higher Education Digitisation Agreement and
it may solve the problem

Good morning, does anyone have any good practice to offer on how to persuade
users of electronic environments that they are not exempt from copyright
regulations, especially when posting materials from e-journals, etc?
This is becoming something of an issue.
