to my opinion, constraints depend on the agreement on
the purposes of using VLE between ALL stakeholders.
for example, (a) if I am IBM and I want 15 enginners
in a training programming course for 10 days, then I
would prefer to have live chat and taking notes,
saving them in a private space than discussion forums.
if the VLE doesnt have this facility of taking notes
and saving them in a personal space (just like going
to a short course and get the most important thigns
1,2,3,4.. on a paper), then I would go for the one
that has OR I will build in this facility to an open
source one. (b) if I am the software engineer in the
course I would think that using notepad, open and save
it every time I need it, even if I use the tab, is
time consuming. (c) if I am the tutor of this course,
i would need some space for uploading my material and
have short evaluation questionnaires on theory or
practice, if they have to build something.
from my point of view, contraints are defined
depending on the purposes.
