Title: Deputy Director, Project on Internal Displacement
This is a one year appointment.

Program: Foreign Policy Studies Program

Special Education/Experience Requirements: Advanced degree (MA necessary, PhD
work preferred) in related field; Min. 10 years work experience in forced
migration, human rights and humanitarian affairs; UN experience preferred;
Record of research and publications on issues of forced migration; Staff
supervision and program management experience preferred.

Special Knowledge/Skills Requirements: Background in and knowledge of internal
displacement and forced migration issues; Excellent communication (spoken,
written, presentational) communication skills; Experience in liaison and
representational functions with government officials and in inter-governmental
fora; Experience working with local partners in developing countries a plus.

Basic Function: Directs research, and provides leadership, program guidance
and administrative oversight on all areas of Project activity.

Principal Duties And Responsibilities:

40% Research and Analysis

- Leads and manages research projects on issues of internal displacement
- Supervises research projects by Project staff and consultants, providing
guidance and substantive input as well as editing of reports and papers
- Writes articles, papers, reports for publication on a range of issues of
internal displacement
- Organizes national and regional seminars in different countries to enhance
the response to internal displacement
- Evaluates the effectiveness of national and international responses to
internal displacement, formulating and furthering recommendations for enhanced
responses.

30% Policy and Program Development

- Provides policy guidance in all activity areas of the Project and mandate of
the UN Representative of the Secretary-General on the Human Rights of
Internally Displaced Persons (RSG)
- Promotes policy development through research, advocacy and representations
to UN bodies, regional organizations, Governments and NGOs
- Represents the Project in discussions with Governments and at international
and regional meetings and expert seminars, and writes and delivers statements
and mobilizes support for Project policy positions
- Leads and coordinates rapporteur teams and/or serves as rapporteur at
Project national workshops, international and regional conferences
- Develops and manages new initiatives by the Project, in particular with
civil society as well as with academic institutions and Governments in
countries with internal displacement.

30% Management

- Assists the Co-Directors in the overall management of the Project
- Provides leadership and work direction to Project staff, including mentoring
and supervising the work of Project staff in Washington as well as
facilitating staff meetings and retreats;
- Supports the Project's donor relations and fundraising activities, including
reviewing fundraising proposals and progress reports.
