The answer is no, no official binding of LOM to RDF exists.
There is a draft at http://kmr.nada.kth.se/el/ims/metadata.html, BUT the
project has been abandoned in favor of a different approach.
That new approach is to map LOM to the Dublin Core abstract model. The
project is described here:

Such a mapping will give you the opportunity to use LOM elements in all
places where DC metadata is used today, including RDF, HTML and a large
number of specialized applications.
