Mike,
At Leicester we're offering blogging experimentally (the service is at an
early stage). We set up Plone (free open source CMS - http://plone.org )
to authenticate against Active directory, and used the SimpleBlog plugin
for Plone.
SimpleBlog may not provide as many features as a specific blogging
application but it is sufficient for most users. Also, having it as a
content type within a CMS, means that a blog can be created as an integral
part of a site as and when required, rather than having to exist on a
separate blog server.
