It is now possible to estimate this uplift in land values created by new
rail links even though as yet we have no mechanism for levying this
unearned gift to landowners.
If collected via an annual Land Value Tax this income could help pay for
both the construction of the new rail link and its continued revenue
maintenance costs.
In addition, in the future, when the Value Office Agency's land value
data becomes public information, it will be possible for policy-makers
to assess preferences for investment between competing options and for
transport planners handling the detail to use this information to
predict the financial effect a new line would have on land values and to
use this as an additional planning tool to help inform the choice of the
best route to take and where best to allocate stations, depots,
marshalling yards etc.
