If you go into a skyscraper office block the building owner provides
free lifts - funded from the tenants' rents.
If he/she charged for each journey in a lift then the rents would be
lower.
Similarly "free fares" in a Town or City will increase land values and
could be paid for from collecting the rental value of each site by means
of an Annual Location Benefit Levy or Annual Land Value Tax.
In addition, individuals would be encouraged to use the public transport
system instead of their cars.
