I don't know how far you want to go back, but I quote from
http://www.lib.uea.ac.uk/lib/libinf/find/archives/zuckerman/gendsir.htm
to tell you that;
"The DSIR was one of the earliest of the research councils to be
established, in 1916, and came into being in the light of the realisation
that Britain was falling behind so far as the quality of its applied
scientific research and technological innovation were concerned."
DSIR was the 'Department for Scientific and Industrial Research', and I
believe that it remained in existence until the establishment of the Science
Research Council in the '60s.
