There is masses of information on this, including a statement by HSE that
these creams are not a barrier and should not be used for protectiona
against chemical hazards. We have a Technical Bulletin that looks at this in
some detail.
You are right that Hand-Medic is not a "barrier cream" but an emollient, to
be used to recondition the skin after washing. As such it has been tested
under actual working conditions (we were responsible for the test and I have
the results) and was shown to have a beneficial effect.
As far as getting men to take skin care seriously, there are ways in which
this can be done.
