In response to your second question, you can go to the web-site:
http://www.unisdr.org/eng/country-inform/introduction.htm
- choose different countries in the drop-down menu on the left
- for each country click on the "Official Contact" tab at the top for the
agency contact (often with web-site link), or also click on the "National
Report" tab to download a document that often reviews some of the managerial
structures.
