Ian,
there are so very many bits of software that will do this and without
going into a bit more depth of exactly what functionality is required
it is hard to give any precise advice.
Before you/they make a choice it will be worth considering:
What kind of search is going to be required.
Based on what metadata
Is it in existence
Could it be simply put into keywords
Could it fit into IPTC or EXIF tags
What kind of viewing functionality is required
Galleries or lightbox function needed?
Zoom?
comparison?
Basic editing?
What printing templates? with metadata?
How 'easy' does interface need to be?
Does interface need to be branded or have a certain look or would
the normal program interface be acceptable.
Off the top of my head, let me make 3 suggestions:
For a good professional level but simple Image Management System
easily capable of handling 1000 images and their associated metadata,
try Extensis Portfolio.
For a cheap/free very simple answer consider Google Picasa 2 which
can only handle limited metadata in from of keywords, but none the
less works well.
iView is a good image management system (very popular with Mac
users) which has just been taken over by Microsoft. This may well
make it a good choice if it becomes widely accepted.
these are just 3 trusted choices from many many other good ones.
