I wouldn't agree with this, we made heavy use of the more than one article from a journal and all articles from themed issue or supplement as many of our users are not based in the hospital.
Not having to collect signatures or declarations also made life much easier for both parties.

And I agree with the argument that the CLA scheme did not represent value for money. The majority of copying done in the from published works is covered by fair dealing anyway.

Actually whatever it was, if NKS / NLH are not given the funding by their Lords and Masters (presumably Connecting for Health) to cover £1.6m - then however good the deal - you can't have it.
If you look at all the whole products and services of what NeLH/NLH/NKS financed - most are being stopped or renegotiated. The funding is being stopped - so they can't buy. Simple economics

Not sure that is true, in an interview I read with the CLA they started at
£2.4m but reduced it to £1.6m. But even so I think I have underestimated the
average cost and if 57% succumb at that level where is the saving?

Did you know there are some 418 separate NHS Trusts who
could buy a CLA licence. I understand the NHS England was asked to pay
£1.6m.
That works out at £3,800, say, £4,000 each.
I am sure individual Trusts are paying a lot more than this.
I have estimated our PCT at £17k, but just suppose that we all end up
paying
£10k,CLA then makes £4.2m.
They will make £1.6m if 38% of these Trusts purchase a
license. As more and more Trusts succumb to the strong arm tactics of the
CLA,
I cannot see any real saving to the NHS here.
