national strategies in Europe

The interest of the UK Government in the development of public libraries in recent years, and in particular the arrival of the MLA and the 'Framework for the Future' vision for libraries has fundamentally changed their planning, development and operation. They no longer have the local autonomy which they have enjoyed for so many years. We get The People's Network for free, but is there a catch? Along with that comes the inevitable standards and targets set by Central Government, which may be beneficial - or was our service better when we ran it ourselves with minimal interference from outside?
Who should attend?
Managers & senior managers in the public library service; any librarian who is concerned about the influence of Government policy on library services and interested in learning about the different national and regional approaches in the UK and other European countries.
What's it about?
This seminar looks not only what MLA has done for the UK public library system, but also at the experience of public librarians in other European countries, some of whom believe that central government involvement has benefited their Public Libraries and some of whom think it is - or would be - something to avoid at all costs.
It will be a lively and interesting day, so widen your horizons and join us!
Programme features: opening presentation by Chris Batt, chief executive of MLA - response from the UK library world - European perspectives given by the senior library planners from Finland, France, Germany and Spain - round-table discussion with all speakers and questions from the floor, chaired by Bernard Naylor, former president of CILIP.
Seminar organisers: professional library staff from the cultural institutes of France, Germany, Italy and Spain, and the joint international committee of CILIP South East and CILIP in London.
