I'm sure you know this but in case you don't - the BL imposes a six
month loan ban on its 20,000 most heavily-used journals/monographs in
series to take account of the large number of requests it receives for
copies of articles in this newly published material.

As I understand it it is a matter of policy for each library. We will
lend volumes of journals but it depends on a number of factors such as
the condition, age and how many other libraries have a copy. When we do
lend them, we ask for them to be used in the borrowing library only.
You can to tell what a library's policy is on lending serials from the
BL's Directory of Library Codes as it is indicated there by F G or H.
The online still does this so you can tell what a library will do before
you go to them.
Some libraries will not lend journals because they are not loanable at
the home library, and as they are much harder to replace if they get
lost, it is understandable that libraries are more cautious with them.
They can also be more heavily used too. But now that more is available
online and libraries are withdrawing their print holdings it may be that
they are not going to be so easily accessible as they once were.
