I believe this might be down to Blackwell's change of policy on backfile
access from 2006 which was reported in their August 2005 Librarian
Newsletter at:

Basically "Customers with a current premium or online-only subscription and
those with access to a purchased Collection of Blackwell journals will have
access to the recent back file for those titles. 'Recent back files' include
all issues published online from January 1st 1997 to the current issue.
Online content older than December 31st 1996 is classed as 'legacy back
files' and may be purchased separately. Access to legacy back files is
available via Blackwell Synergy".
Part of the confusion for us and our users may be down to the fact that
there are some exceptions to the above policy where the society has
subsidized the digitization of the backfiles.
To add to the confusion the January/February 2006 Librarian Newsletter at:

letter29.htm states there are also "several leading journals from Blackwell
Publishing which provide free access to the recent back files already online
after a period of time, as outlined below. This offer does not, in most
cases, include Legacy Back Files which will be digitized and made available
for purchase".
Hope this makes sense - I'm sure Blackwell will correct me if I've got this
wrong!

Subject: Blackwell Synergy "partial access" titles
We subscribe to the Science, Technology and Medicine Collection from
Blackwell.
We notice more and more titles having the category of "partial access"
where we used to have full access
(indicated by the full-green circle versus the half-green circle).
We may find where we did have a full run of years, we are now blocked from
a year right in the middle of the run.
Have not yet received a reply from Blackwell to my query about this.
Has anyone else noticed this, and any idea what's going on?
