Thanks very much for all of your feedback, I would welcome comments to
me in person rather than to the list in general.
The object of this exercise is to help prioritise future
purchases/negotiations in this area. The reason for this is, as Terry
notes, that JISC Collections doesn't have a bottomless pot of money and
wants to make sure that any purchases it does make are fulfilling real
demand and needs.
I will put together all of the feedback I get and distribute to all of
those who have responded. The feedback will also go to the JISC
Collections Journals Working Group and be used to assist with the
iteration of future policy in this area.

But JISC don't have a bottomless pot of money to purchase backfiles, and
wouldn't we in effect be asking JISC to write a blank cheque for any
commercial publisher that embarks on a backfiles programme?
I think we have to help JISC formulate a policy of what their priorities
should be, and I think they are getting it right in concentrating on the
purchase of backfiles from UK learned societies and university presses
while negotiating discounts for purchases of archives from commercial
publishers.
We have been nudging JISC about the purchase of the Institution of Civil
Engineers' Virtual Library 1835-2005 for some time, and I'm pleased to
see that this appears in JISC's list of ongoing negotiations:

We would also welcome the purchase of the Journal of Fluid Mechanics
archive from CUP, and I also wonder if JISC could bring together UK
learned societies and university presses that *haven't* yet digitised
their backfiles with those that have for an exchange of experience,
perhaps with JISC helping to fund the digitisation of the content from
such publishers before the fact rather than after?
