I think the only workable solution is to say "selected articles
available from ..." or something similar. It tells people when the OA
access starts and that not everything is available, and should need
little updating afterwards (publisher consistency permitting). A regular
(annual?) check on content would probably be an idea to see how much OA
there is in case you want to tweak the wording. I've seen some hybrid
journals where the OA articles have been purely theoretical.

Subject: Hybrid open access titles - inclusion in the Library Catalogue
Hi Everyone,
We are currently considering whether to include details of "hybrid" open
access e-journals in our catalogue. Our e-journal scope currently runs
to the inclusion subscribed journals plus any significant open access
titles we come across. However, when it comes to open access we have
only ever tackled those which are 100% open access - this makes
inputting coverage data nice and easy!
Recently though we've noted that publishers like OUP and Blackwells have
implemented open access models which mean that selected full text
articles are being made freely avaiable within each issue. Obviously
including such titles in our catalogue is not as clear cut. We are
concerned that by not including them users may miss out on knowing about
the open access content, but if we do include them that we might raise
user expectations because only selected articles will actually be
available to them when they get there.
Has anyone else contemplated this issue and found a workable solution?
Or has anyone thought about it and dismissed it? Any views or input
people might have would be much appreciated.
