If you mean the transfer rates stored in RGMA use your favorite RGMA
browser https://some.rgma.server:8443/R-GMA and checkout the
TransferRates_v04 table.
If you on the other hand want to check actual network transfer rates on
a specific host interface you can use
/afs/hpc2n.umu.se/lap/scripts/arch_other/bin/netstats-i
if you have access to afs (if not i could send it to you).
If you want to check what wscale values different hosts that are talking
to you use
tcpdump -i ethx 'tcp[tcpflags] & (tcp-syn) != 0'
