If such an object was found on site it would need a name, hardly
railing.

Yes I think Phils made an important point. Lead is presumably being used
as the fixative in this case, so, to the installer of the railings, it
is not even a fixed solid object at the time of installation (more
likely I would have thought to be poured in liquid state to make a
water-proof seal / fixing).
If we know for sure that this item therefore is an integral part of a
railing, maybe it would be better indexed as 'railing'?
