Hi Honey,
We have a large pile of DSA orders from LAs that we can't ship due to exactly
that reason. Most are for new starters, not second/third year students.
There were a few last year but there are a lot more this year.
Some LAs suggest that we could ship but WE would have to chase the student
for funds if for any reason they did not take up their course!
It is harsh but I suppose they are making sure govt money does not get
wasted.
