Roland,
RIPA doesn't give authority to investigate. If you are a Public
Authority and you conduct an investigation into a criminal matter then
you must comply with RIPA. Royal Mail Plc has no more power to
investigate than Tesco PLC. Royal Mail have never had any powers to
investigate or prosecute. The Postal Services Act gives a statutory
power to The Postal Services Commission to investigate and prosecute.
This legislation gives Royal Mail no powers. It is no different from any
other licensed Postal Operator. i.e. TNT, Business Post, DHL.

Not so. They are listed by the Home Office as a RIPA authority.
