Fighting spam, spyware and malicious software: Member States should do
better, says Commission (27 November 2006)On 27 November the Commission
called on all regulatory authorities and stakeholders in Europe to step
up the fight against spam, spyware and malicious software. Despite
existing EU legislation to outlaw spam in Europe, Europe continues to
suffer from illegal online activities from inside the EU and from third
countries, the Commission underlines in a new Communication. The
Communication stresses that although internet safety is on the political
agenda for some time, national authorities should step up their actions
to prosecute illegal online activities.

Telecommunications: Commission asks UK regulator not to
include inflated 3G auction costs in termination rates for
mobile phone operators (27 November 2006)In a letter sent to the Office
of Communications ("Ofcom", the UK telecom watchdog), the European
Commission expresses concerns as to how wholesale tariffs, charged by
the five UK mobile operators for terminating calls to their customers,
have been assessed. In the Commission's view, Ofcom's proposed tariffs
keep termination values higher than necessary due to 3G spectrum cost
valuations which risk overestimating the costs. The Commission therefore
asks the UK watchdog to reconsider the valuations. OFCOM's approach
would be detrimental to fair competition in the UK's mobile market and
lead to higher consumer prices for consumers.

European Commission looks to experts to stimulate science
education (27 November 2006)On 27 November the European Commission
announced the creation of a group to look at what action can be taken in
Europe to support science education in primary and secondary schools.
The group will be chaired by Michel Rocard, former French prime minister
and now Member of the European Parliament. The four other group members
are distinguished scientists with a long lasting experience and a
particular interest in science education: Peter Csermely, Doris Jorde,
Dieter Lenzen and Harriet Wallberg-Henriksson. The group will formulate
policy recommendations designed to improve the way that Europe
approaches science teaching and ensure future generations are properly
prepared for a society and economy that relies on knowledge as a driving
force.

support action project in the EU 6th Framework Programme, aiming to
improve the interfacing, cooperation and exchange between IST research
projects and ICT standardization. The conference will feature speakers
from the research and standards communities, as well as from the
European Commission, and will discuss various aspects of ICT
research/standards interfacing in FP7.

European Broadband for Rural Development Policy briefing
30 November 2006 Brussels, BelgiumAnalysing Broadband Access for Rural
Development (A-BARD) is a Coordination Action to research rural
broadband provision and use, as part of the Scientific Support to
Policies (SSP) under the EU's Sixth Framework Programme. A-BARD aims to
identify views on the issues and barriers to widespread broadband
provision and the extent to which broadband can act as an external
driver of change in rural economies. This final dissemination event will
bring together policy makers, academics and stakeholders working with
broadband and broadband applications in rural areas.
