In the late sixties the Frank Church Committee was holding hearings on
the President's right to commit troops to military action without
Congresses approval. Church asked then Secretary Dean Rusk to have his
State Department to prepare a brief document supporting that right.
Within a short time, Rusk handed Senator Church such a document giving
some 200-400 examples (exact number eludes me) from U.S. history
(excluding broken treaties with Native American tribes) of such military
intervention. The document was reproduced in a small Marxist journal of
the time. I could surely sorely use that document. Does anyone recall a
reference or citation for this document?
