We have used the e-Reserves area for this.
The special folders in the e-reserves are automatically created for each
course and have read-only access for all users enroled in it - including
instructors. Only staff with a particular role have write access to
e-Reserve folders. This makes the process of managing who can put
cleared material into Blackboard much simpler. Also you don't spend your
life creating folders :-)

Subject: Library Content - e-Reserves
We are about to start a pilot for Copyright Cleared materials to be made
available across several courses. The materials will be managed by
designated persons (Librarians) so that only courses for which the
materials has been copyright cleared will have access. We are trying to
understand the differences between using a Library folder within the
Institution content area or using the Library content area itself and
making use of Collections/Reserves/Resources.
Has any other institution already investigated this problem and what
were your conclusions?
