Hard to be sure but we have ldap authentication for most accounts, with
a fallback to the system set password where set, which is set for our
admin accounts so we can get in still should something go wrong.
If you had the same setup, you could achieve this by turning of Ldap
authentication. Similarly, you could restrict access to the server to
your i.p. address, or a restricted range. The mechanics of both these
solutions, sadly I do not know - I have limited experince there, we have
someone who deals with it. If you are still stuck let me know and I can
ask more detailed questions of him for you.

Subject: Switching off BB
Hello
BB 6.2.3 enterprise
We are about to migrate to some new servers, BBWEB and BBSQL. What is
the correct way to turn the servers of, i.e. to discontinue the service
so no more additions are made to the db so we can get a clean import, is
there an option in the admin panel for this or is it a straight server
shutdown?
Many thanks.
