The course has the same structure of courses I have copied in the past
(eg source ID 20893.05, destination ID 20893.06). This has always
worked but for some reason doesn't work at all now. I have tried to
copy more than one course and get the same error each time. I am trying
to use the command "Copy Course with Users (Exact Copy)"

What's the name/id? You might be using prohibited characters - or too
short an id.

You need to be an Instructor on both the source and destination course.
