Hi Paul,
When a user deletes content, or indeed as whole course, then the item is
removed from the normal learning system file system and the content is
added to Blackboard's recycle bin. If you look at the file structure of
the recycle bin it mirrors that of the learning system - so you can see
items from a course, the code, folder names, etc.
This material is not used by your live Bb site, but is the only way you
can retrieve content "accidentally" deleted by a click-happy user (be
they a sys admin or normal user). As such, I would be careful about what
I delete. We tend to make a tape backup of old recycled content before
deleting it, so that (if we must) we can restore old content.

When you mention the recycle bin, are you referring to the OS recycle
bin or the one in the BB directory i.e. blackboard\content\vi\bb_bb60
\recyclebin\1 ?
In the BB Content recycle bin I have over 2 gb, would this be safe to
delete or does BB still need it?
