I would suggest using Window's accessibility options to change the background colour of this student's personal profile. It's
better to let each student customise their own colours, as I don't think any one set of colors will make everyone happy.
A quick search revealed some instructions on how to change the colours. The accuracy of the instructions may depend upon the
version of Windows being used:

I think to get Blackboard's background colours to change, a student has to customise both their Windows colours and the Internet
Explorer colours.
Generally changing the colour is a good thing to provide help with for dyslexic students, as black/white combos can make things
very difficult to read.
I think there might be a way to do it by applying an external stylesheet as well, but that might be with Mozilla only.
