My experience with these systems is that the video camera is linked
directly into the co-axial cable system and feeds to each tenants room.
A dedicated channel, say 6, is tuned into the video camera and when
clients receive a call they need to select that channel to see who is at
the door.
The rest all depends on the type of TV owned by the individual tenant.
All new TVs have at least 1 scart connection. When you say the signal
is cancelled out by sky then it sounds, like Barry has suggested, the
system may be using the scart connection. You really need to have a
look at the back of the TV to see what inputs it has and what are using
them.
If my original suggestion is correct then you need to be in 'terrestrial
view' on the TV set to see the camera. It would not be possible to
select, say 106 on sky, to see the camera.

I'm guessing, but its likely that Sky uses control signals in the scart
lead to take control of the TV. Some TVs have 2 scart sockets which
have different priorities - this might be worth exploring. Or disable
the appropriate signal in the lead so that you need to press AV on the
tv to switch to Sky. Or use a UHF or phono plug connection for the Sky.
Either of these may solve the switching problem , but the UHF route
would give a degraded picture. Or investigate using an intelligent scart
switching hub.
