NOT a pool! Papers should only be placed on individual home
pages or lab pages (like the links I gave), exactly in order to avoid
copyright problems.
In general, publishers give permission for electronic offprints on
*personal homepages*, but not for central repositories. For
understandable commercial reasons.

For a lab that wants to do a lot of scanning, I would recomend the
Fujitsu Scansnap, very fast. Otherwise, you need to tweak the
settings (and use Distiller) on an ordinary scanner - should be able
to
get down to 100-200 KB per page, less for more expert users.
