At SOAS we have very much the same concerns as you do. I am solely
responsible for the HESES return and the student tables of the RAS return
and would find the move to November difficult to deal with since my section
also has responsibility for enrolment/course registration processing. We
would not support the move to a November submission and, like you, cannot
see any great benefit in losing 8-12 days processing time.

As the University's HESES contact I have been sent a feedback request from
HEFCE about the HESES05 process.
The final question relates to a proposal to move the HESES and RAS
submission dates to 30 November, from 2007. This would mean a change in the
reporting date to 23 November. This change is proposed by HEFCE as part of
the move to a 'single conversation' with institutions.
I wondered if anyone else had any concerns about this proposal?
My main concern is a practical one. The small Planning team at Portsmouth is
also responsible for preparing the corporate planning statement and
contributing to student information which feeds into financial forecasts,
both of which will now be required on 30 November as part of the single
conversation.
Bringing forward the HESES and RAS deadline will mean that we have to manage
different areas of work with deadlines of 30 November. Whereas leaving the
HESES/RAS deadline at 8 December would give us a little more time to ensure
these returns are prepared accurately, and doesn't move significantly away
from the 'single conversation' approach.
I'd be interested in views from others on this and how you are planning to
respond to HEFCE?
