Sounds like that on certain peak trains what is needed is a specific bike
carriage for which there would be an additional charge for 'non-folding' bike
space. Then disabled person would pay same rate for bike and therefore no
discrimination occurs.
If we are promoting sustainable transport this seems like a "new service"
required on trains for which a charge may be necessary to all customers on peak
lines.
