Hi Sandy,
If the proposed designated parking was on a road (public highway) then these
bays would be available to any disabled person holding a blue badge. If the
road is 'private', then the spaces would presumably be under the control of
the owners and not available to the general public at large - residential
car parking would be the same.

adopted. I suppose if it wasn't the space would have to be reserved and if
it was the space would have to be designated for disabled parking.
