Won't they be covered under the new ROI's and be required to risk assess
all possibilities?
Apology; I don't know enough about ROI's would welcome anyone else's
views on the implications of the ROI's on disability and access issues
but I do feel that this new requirement should make operators of any
building reconsider their evacuation policies for disabled people. I can
feel more reading coming on!!

Unfortunately the answers are unclear, as you might have already
guessed. MSCP's provide different levels of service although your
standard carpark is probably what you are referring to. There is H&S
guidance but no regulation in place specifically aimed at people with
access issues. I believe there should be minimum standards in place such
as a fire refuge and emergency phones as well as signage pointing to
these refuge areas. You would expect this to be picked up at a risk
assessment of the carpark but as the largest MSCP is a commercial
operation it is unlikely to do anything over minimum statutory standards
because of costs. The minimum statutory standards for emergency
evacuation of disabled people does not exist just the duty to provide a
risk assessment. The only time things will change is when a claim is
made under the DDA and it is well publisised. I hope I am wrong!
