I also felt it was something to do with BS5588 but couldnt find a clear explanation but was referred to BS5395 attached which does provide an explanation concerning minimum widths and if it anything other than a private stairway it has to be 1000mm width ( and 1200mm in hospitals) . Also see another extract from BS5395 which offers further explanation and read in conjuction with the table makes sense.

Could it have anything to do with Part B Fire Safety and the minimum escape
stair width??
Additionally, I've never really understood the requirement to provide a
central handrail to stairways wider than 1.8m when the minimum clear width
has to be 1m. (1.8 divided by 2 = 900mm) I'm probably overlooking something
blatantly obvious here so if anyone can open my eyes I'd be grateful.

Could someone indicate why there needs to be a minimum 1m clear width
between handrails on stairs? Both AD M and BS 8300 quote this figure, but
give no reason for requiring such a figure. The only explanation given is
for having handrails on both sides - which is reasonable and easily argued
when dealing with designers. What is more difficult is to argue for a
1000mm width between handrails when niether of these documents give an
explanation..
If anyone has a solid explanation for this which I could use to persuade a
designer, could they please let me know?
