The 1.8m anomaly comes from BS5395-1, where at least it has the courage
to say "This precludes the use of stairs between 1800mm and 2000mm
wide".
When I get around to making my recommendations on changing this, I am
going to be daring and suggest stairs with a clear width of greater than
2000mm (rather than 1800mm) should be divided by handrails.
So no, the only thing that is blatantly obvious is that there is a
mistake (which should be sorted out)

Additionally, I've never really understood the requirement to provide a
central handrail to stairways wider than 1.8m when the minimum clear
width has to be 1m. (1.8 divided by 2 = 900mm) I'm probably overlooking
something blatantly obvious here so if anyone can open my eyes I'd be
grateful.
