Westminster Council do something similar (although it tends to be muzak) in
one of their toilets on the embankment. The music is also piped into the
accessible toilet. When we were there auditing the facility we found it to
be quite loud and not exactly comfortable (the tape was old and slipping),
and I wondered if this might cause discomfort to people who may need to be
in the accessible toilet for extended periods of time, or for those with
carers who find they have to raise their voice.
