Hi Kelvin,
As, I am sure you are already aware, there is no common procedure for
emergency evacuation of wheelchair users because buildings are not built to
a generic plan. The secret to a good system lies with an inclusive building
design, a good assistance product, an effective emergency evacuation plan as
well as an effective contingency plan. Finally, a well trained and staffed
emergency services should only be needed to assist when the plans have not
been followed or contingencies have not been thorough enough. Things will go
critically wrong if any of these elements are missing.
Improvements can always be made in any of these elements and as a wheelchair
user myself I wish you well in you efforts.
